Oh absolutely yes, but who's to blame? for a smalll rebel group like AEUG (at least before Dekar), it's at least not too unreasonable to say they threw everything into the ring.

Anyway, let's BS this one out.

AEUG wants a transformable MS as their ace MS (why transformable? it sells more toys...)
AEUG did 2 test machines... one for the MS testing and one is the transforming testbed. They couldn't incorporate with each other so one turns to Hyaku Shiki and the other Methuss.
If AEUG had it their way we ended up having a Z II for Camille.
But after the prototype failure and the success of the usage of the Wave Rider, a WR design is incorporated to the MS and Zeta is born.

Why a WR transformation works but not the simpler Methuss form? beats me!
