That page has contained links for both the Green/White Paper process and the
.us Domain Space RFC for several months now.  They are on the same page only
because they both relate to the general topic of "Management of Internet
Names and Addresses", not because there is some covert link between the two.
One may safely assume that ICANN and .us domain reform remain separate
issues to NTIA.
