Let me pose a question that has not been considered in this thread and 
which I think is important. 

Isn't there some protection of the rights of minorities built into the 
fact that the DNSO only recommends DN policy to ICANN? 

The will of the majority can only make a recommendation. The DNSO 
recommendation then will be forwarded to a board of professionals (the 
ICANN Board) who will have to make an independent judgment about whether 
to adopt it. And the judgment of the ICANN Board, in turn, will be 
informed by input from the other two SOs, and eventually perhaps, from 
the ICANN general membership.

So isn't this an adequate check on "the tyranny of the majority?"
