Minority protection constitutes minority veto power over the will of the
majority.
It is an age-old problem. And the solutions are well known. And we have
some experts who read this list.
One fixes it by building in supermajority and other procedural mechanisms.
One can also fix it using class structures. But those work in certain
contexts -- ones in which the interests are stable and predictable.
However in a rapidly evolving context, such as the Internet, one does not
solve the majority/minority problem by building classes that presuppose
groups of common interest and lock-in their relative powers.
In the meantime a flat membership structure, accompanied by procedural
rules, such as supermajority requirements on certain issues, is the way to
go.
