You focussed on the notion of authoritative.  My example
underscored what is not authoritative in the Internet arena.
It seemed an appropriate point of departure.

If it is tomorrow, it is the US Dept of Commerce which has
control of the prevailing root servers, *and* the the DNS
server operators who point to those root servers.  That root
server control will be inhereted by the a new user coordinating 
organization - perhaps ICANN.

What one would expect is that either of these entities would
conduct an open process that involved the relevant parties,
and led to the choosing of a successor organization.

In any case, the ultimate adjudicators are the local DNS server
operators.
