Sure it is. The Canadian government knows who runs the .CA domain and how
it is run. They are also a participant in the effort to revise the rules
and the operating structure for the .CA domain and if I remember
correctly, they have a permanent "observer" seat on the board of the new
.CA domain organization. To me this constitutes "knowledge" and
light-handed "oversight".

That's because most governments look at the issue of ccTLD management and
decide that it is best done by a non-governmental organization as long as
they operate in a reasonably fair manner.
