In light of the recent moves towards devolution for Scotland and Wales there
was some discussion on the Nominet (.uk registry) mailing list than may be
relevant to this thread. IIRC the consensus was that the existence of an ISO
country code is generally deemed to be a yard-stick to gauge eligibility for
ccTLDs, but is not necessarily a requirement. There are some notable
exceptions, regions with no ISO code but still have their own TLD, eg the
Isle of Man (.im), Jersey (.je) and Guernsey (.gg).
