I cringe to go yet further on this tangent, but I have to ask, "why?". Unless the building managers have some exclusivity contract with some other ISP, what would stop them from becoming their own? Even then, they might be able to arrange a bulk contract with the ISP and handle their own distribution. Even if retrofitting cat 5/6 isn't an option at this point, on-site VDSL is a great alternative in many MDUs.
