The bottom line, right now it appears the only commercially available production electric motorcycle to meet your stated needs would be the GPR ( www.electricmotorsport.com ), but it is pricey. You may also consider waiting a while until more options become available such as the Vectrix, which is also pricey.

There is nothing else I know of on the horizon that will come close to meeting your required speed needs. A few scooters will soon be available with higher speeds similar or better than the E-Max (35 mph). The Evader scooter I listed in the above thread is supposed to go 50 mph with a 3.5 kw motor, but I don't know if it will ever be in production, much less if it will live up to the manufacturer spec.
