In my mind the ideal frame size for a smaller rider is the Kawasaki EX500
Ninja. Mine has low seat height and more than enough room for batteries. Your
very short commute might allow you to get by with less than 72 volts reducing
weight. Mine is really easy to handle at ~540#s, but I am an experienced
motorcyclist. Highway speeds and adequate acceleration are no problem.
If I needed to go smaller and lighter for short distance commuting and
errands the EX250 would work well at 48 volts with an Etek mounted on the
swing arm aka El Ninja style.
Either of these would pretty straight forward to convert to
electric with lots of older models available at reasonable prices.
