Justin - I know exactly the problem that you're facing.
 
BisSubscribe is the command line tool that you can use to setup these.
And if you wanted to run a list of your users through a powershell/batch
script - that would be the easiest way.
 
The other tool that I've found very useful lately is the "Team
Foundation Server Event Subscription Tool" up on codeplex from Naren
Datha - MSFT (http://blogs.msdn.com/narend/).

One of the filters that I use is "Alert me for all new work items in a
team project"
 

bissubscribe /eventType WorkItemChangedEvent /userId DOMAIN\USER

Hi folks,
    is there an easy way to have a project manager (someone who knows
TFS and managers the TFS for projects) to subscribe other users to the
project. Some users haven't set up email notifications when a job is
changed by another person ... so i was hoping to do it for them without
having to waste time teaching them how to do it, etc... which could mean
they could turn it off, also.
 
   I set up mine in visual studio 2005 - which was easy/great :) I did
have a look at the subscription data base table but was turned off by
the use of guids .. i was afraid i might place the wrong guid in the
row....
 
i'm assuming it's with bissubscribe, which can solve this problem?
 
For the example, lets assume the person's email is [EMAIL PROTECTED]
and the tfs project is called 'Test'
