My understanding too, but I did hear some talk that if you removed access to the Reports from the project portal then you could argue you didn't (because you are no longer getting the "benefit of automation with TFS"). However the usefulness of the portal then is questionable.
My licensing caveat was a general one when exposing TFS to your customers. While it is perfectly possible technically, often it fails due to a cost justification with the way the current licensing arrangements work.
