While that's a very reasonable guess, the email functionality in TSWA is separate from the alert email functionality in TFS, which uses the XSL files you mention.
The easiest workaround that I can think of would be to change the title of the task to include that text. Then it would be in the subject when the email is sent. You can submit bugs and feature requests through Connect (http://connect.microsoft.com), though I don't know whether there is an entry in there for TSWA. I'll make a note of the feature request.
