The company must be licensed where they sell the policy and where the boat
is, but not everywhere that coverage extends. That is. If a Georgia
carrier sells a policy to a Florida boat owner with his boat in Tampa, the
carrier will need to be licensed in Florida and Georgia to do so. The
policy may cover a loss along the entire eastern seaboard, but the company
need not -- for instance -- need to be licensed in Maine even though the
policy will apply if there is a loss there.

Do I understand from the list that an insurance co. must be licensed to sell
insurance in all areas that they furnish coverage in?
