The surveyor is mistaken (to put it politely).  My steel boat weighs 32,000
lbs.  No jackstand or set of jackstands could hold that much weitht.  You
are correct.  The weight is largely on the keel with the jackstands keeping
the boat vertical.

BTW I had a similar problem with a fiberglass O'Day 25.  A portion of its
trailer pushed against the hull and caused a concave area.  I removed the
defective trailer piece.  I then took lead pigs (obtained from a friend who
gets radioactive medicine at the hospital in lead pigs) and stacked them up
on the inside of the hull over the bump.  I placed a 100+ watt light on the
outside of the hull under the dent.  I wanted a gentle, consistent heat to
make it easier for the fiberglass to regain its shape.  When the hull
eventually flattened out, I removed the light and let the fiberglass cool.
I then took out the weight and the fiberglass has retained its flat shape
ever since.
