ABYC Standards TY-28 states, in part:

"The stands should balance the boat to keep it level athwartships. The
boat's weight should be borne by the blocking. Do not use the stands
to support the weight of the boat unless the stand is designed for
this purpose."

I would find a surveyor who has access to, and will read, the full
ABYC spec. Not that it's perfect, but there are more details about
what is considered good practice.
