What about mahogany that has been sitting for years and the other stuff
that is covered with nasty baby blue paint? Should I use the same kind
of thing and what should I use as the filler stain?

How about something mixed with linseed oil? I have used a stain/linseed
oil/poly urethane mixture on household wood working projects.

With new mahogony, we used to use a filler/stain first. Mahogony has
open pores which should be filled before applying the first coat of
varnish. Using such a filler should reduce the number of necessary coats
of varnish.
