Mahogany FinishHome Debit has an environmentally safe paint/varnish remover. 
There is also a marine version of this product, but, wood is wood. Sanding, if 
there is enough wood, is the easiest way to get the weathering off. Then follow 
with stain/filler. Woodworker's Supply has an extraordinary selection of 
stains, etc. <

Most of these surface preparers have a linseed oil component. You can read 
their catalog online as well.

is covered with nasty baby blue paint?  Should I use the same kind of thing and 
what should I use as the filler stain?  

   

  How about something mixed with linseed oil?  I have used a stain/linseed 
oil/poly urethane mixture on household wood working projects.
