I've given a lot of thought to countries near the US, because I expect to be 
dependant to a degree on medicare for health insurance.  My first choice, if I 
were to stay in one place would be the BVI (British Virging islands).  They are 
close enough to the USVI and Puerto Rico to make it practical to go there for 
medical attention.  The BVI is more expensive than The Dominican Republic, but 
also more peacefull.  
 
Another major concern for me is hurricane season, when it is better to be far 
to the south.  I'm thinking that it would be best to spend huricane season in 
the south and the other months in the north.  In either case one can live 
without heat or A/C, with fair winds, usually calm waters, and a minimum 
requirement for electric energy.
