Culebra is one of the last sleepy islands in the Caribbean, small population, no big touristy attractions except nature. One of the most beautiful beaches (Flamenco beach), hiking trails, you can also rent a scooter. Snorkeling off Culebrita, etc. Best time to enjoy is NOT on weekends. In spring you can also watch the leatherback turtles come ashore to lay their eggs. Several ferries run between Culebra and Fajardo daily - $4.50 round trip (Govmt. subsidized).
