USCG documentation does not exempt boats from state taxes or registration in states where the boat is owned and/or operated. Many states do not require registration of federally documented boats, others do. Taxes are also required on a state by state basis. However, if a state requires registration of a federally documented boat, the boat is not required (and should not) display the state registration.

Both boats were/are USCG documented, NOT registered in NYS. The first boat was actually purchased in NYS and present for about 1-1/2 years, the second has never been in NYS, though the legal address on the documentation is Rochester, NY. We never paid NY tax on the second (actually, it was self-built, one-off). I don't remember about the sales tax on the first boat, but probably had to pay it because it was purchased from a yacht dealer in Youngstown, NY. But never did we register it with NYS or the DMV. If you have USCG documentation, you are exempt from registering with your home state (NY at least). Doesn't matter where you are. Sales tax is a different issue. Documentation and NYS registration with the DMV both provide "title" and you only need one, not both.
