Corinne, I doubt the law has changed... many are confused about documented
boats having to be registered with a state..
the fees are usualy less than a state fee..
In talking to the lady at the tax collectors office she told me that I won't
have to pay to transfer the title as my fed documents are my title... just
an initial reg fee, I think, in fl, it was like $63 and then a nominal year
fee.. in my case, as the boat is over 30 yrs old it would not be more than
$4.  My dingy fee was low as well..  and yes you have to display the sticker
somewhere visible..
