Bummer. Well, *something* must be possible, even if it's not readily apparent. I'm going to give this some thought.

1) It is certainly possible to alter the udev rules to look into /proc/cmdline.

2) It is also possible to ignore the issue entirely, because the absence of DHCP servers does not, unlike with the previous CDs, delay the boot process. DHCP is always started in background. And, if it fails, the end result is that the network card is DOWN, as if dhcpcd was never started. So you can just run net-setup, as if nothing happened.
