I know 'expert' used to disable hotplug, as well and I can see how that would be affected with the new udev setup, but I would have thought that it would have affected the network bootscript. It used to just grep /proc/cmdline for 'expert' and bring up the interface if it didn't find it. What's that got to do with udev?

There is no network bootscript anymore, because this doesn't handle more than one network card well. dhcpcd is started from udev rules for all interfaces that have a non-zero MAC address.
