Good reason not to include it. At this point I would say that one
should focus on installing (and building) extra apps from (source)
archives. More general; An advanced administrator should be capable to
extend a system beyond the limits of the distribution. Or even
generate a custom ditribution from a running system ( maybe level
4-5-.., but not really a specialization). The simple "adding an
external app to a distribution" is definitaly a level 2 thing i think.
