Definitely the including it as part of the exam delivery would need
approval.  However, if someone wanted to write (or could find a good one
already online), I think that it's still a good idea.

But let me see what LPI management thinks, too.  Either way, this would be a
2007+ project, too :)

For LPIC-3?  Why not just start listing resources on the wiki now?  I don't
think that much more can be done until the objectives start to shape up,
though.
