Control is the big issue.  Prometric/Vue can't guarantee a "clean"
booklet.

While you want to make the booklet available verbatim in a download
before the exam for reference, you want to provide them with a "clean"
booklet when they sit the exam.

I know Prometric/Vue does this for more professional testing.  So cost
is really the only issue -- but I don't think it's anything but a
commodity cost (because of other exams that do such).
