The initrd stuff is new for 2.09, but it is NOT required.

You can make a kernel without it, but make sure you include devfs 
support, and NFS root support
and IP-Autoconfig.  I think you will need a 2.4.x series kernel to get 
the devfs.

By using the initrd, we can use a user-space dhcp client, which gives us 
better control over things
like having a different NFS server from your DHCP or TFTP server.

We can also auto-detect the network card, and load the appropriate 
kernel module.

So, Go ahead and create a new kernel the old way.
