I think not living in uganda for a while has made you insensitive to the
realities on the ground. I would say that on average about 60% of people on
campus carry about 2 papers each semester. At the new rate, a large number of
them will end up paying more for the extra papers than they pay even for
tuition.
An increase from 6000/= to 180,000/= is beyond the pale. if you're a parent
with 3 children on campus and two of them carry like 2 papers each.....you
can imagine what happens...
