Not all the carrying of papers is student's fault. In fact, a _large_
percentage of carried-forward papers result from (a) clashes in the
timetable meaning that one cannot attend one of 2 course subjects and
(b) the negligence of lecturers - lost results, not setting courseworks,
etc. I could tell many stories (including my own) of lecturers who
attend 2 out of 17 campus weeks, set a paper and "lost" half the class'
exam results! Now that's a small computer science class of 30.
