Upstream yes, but first they peer and only the accepted prefixes
are then advertised upstream. My point however is that there's a
decent alternative to the present location of the IX. It's at
Crested Towers with Spacenet and I have it from reliable sources
that the IX can be happily hosted there.
Why would Spacenet "happily host" the IX when they have not found
reason to peer in the first place?
BTW, the issue of location of the IX vs conflict of interest was
thoroughly debated before. It should be in the archives.
