There's no time to wait :-). That's how you'll get killed. I think a group of non-incubment ISP's should come together and buy their own capacity off the fibres landing on the coast (there's a bit of work in this, but it's common practice). If it's all left in the hands of consortium members, and their goals are not necessarily proliferating penetration, you'll be waiting a very long time. Mark.
