Of course they are maximising profits, it's what they are supposed to do.

Cannibalizing their margins is not something they are about to do...although
it only takes one ISP to start a price war, it seems that they are all
reluctant to pass on the bulk of their new connectivity prices to endusers.
I may be wrong tho, stranger things have happened.
