I think having a charter isn't so unreasonable that "free speech" will be killed. As long as the charter provides for this, e.g., "include OT in your subject matter", e.t.c., it would be good. I'm not one for absolute structure on the Internet (because that's not how it's thrived), but we need guidance when these kinds of posts begin to veer off, long after you and I have retired on some beach somewhere, drinking and living the good life :-).
