3 years ago I did suggest this very commission basis system to resellers to Charles Musisi,
but like I said earlier, they don't respect reseller opinions ..

If only this reseller commission scheme was in place, am very certain there would be almost
be no reseller interested in moving the registry to government ...

is this greed?

Agree but there doesn't seem to be much you can do about that.

A government, if it is really determined, can ignore ICANN's authority as global coordinator and take over management of its domain. A case in point is the govt of South Africa which introduced legislation to reclaim control over the .za name space from the incumbent ccTLD manager. ICANN could only just observe and accept the reality [1].

Besides the ICP-1 [2] document that was quoted here earlier states:-
"The desires of the government of a country with regard to delegation of a ccTLD are taken very seriously. The IANA will make them a major consideration in any TLD delegation/transfer discussions".
