Martin; In the US, the Department of Transportation has enacted rule DOT-OST-2014-0231-0001 which requires airlines to allow musical instruments in overhead bins if there is room. That is,
the instruments must be allowed on board, and if there is room in the overhead bins the instrument can go in there, and CANNOT be removed to make room for suitcases. it is "first come, first served", but if there is no room, the instrument must be checked or the owner can opt to re-schedule the flight.
