I don't have this problem. When I rotate a figure by giving a rotation
angle in the popup, then this is displayed in lyx too. Maybe, you should
rotate your figure such as to cancel the spurious effect (as a quick and
dirty workaround, of course)?
Do you include ps or eps? I use eps, sometimes also ps.
Export the file as Latex and look for the \includegraphics{...} command.
Anything unexpected there? Try to latex that file...
If nothing helps, send me the file and the pic, so we can check whether
this is a lyx problem or a local problem.
