You are trying to beat dead horse to run. Not that LaTeX would be
dead, but it is absolutely not suited for being the backend for
typesetting general layouts. That's not what it was prepared for.
You should instead use some more general tools as a typographical
backend. First one coming to my mind is lout (check out
a friendly Google near you for ``Lout postscript site:ru'' to
find the website) and then already mentioned Nonpareil (from the
same author) who tries to do exactly what you want but in much
more sensible manner. The second option maybe using either plain
TeX or modified basic TeX (how to say ``plainer than plain TeX''?
:-), but lout is IMHO better for this.
