1) Lout can deal with widows and orphans (at least it could last time I tried which is some two years ago)---contrary to TeX it uses Knuth's line breaking algorithm even for page breaking. 2) LaTeX does not work with them in any better way than Lout (you have to increase penalties for that, but results are not always the best).
