Well if we're happy with 'sort by unicode number', sorting utf8
byte-by-byte should be fine (i think).
If you want sorting like specified in
http://unicode.org/reports/tr10/
I guess you need to patch bibtex (or use bibtex8? I'm not sure).
Either way, I'm out of this discussion as I'm really no expert on
either bibtex nor unicode :) (As you already figured)
