I think MS improved the hows and whens of the GC's operation. I haven't ever really used any of Commodore's BASICs but a few years ago I found the archive of _Micro_, a 6502-devoted magazine, which was just packed solid with complaints about how long GC took. Gotta agree with John, I don't think I've ever noticed the CoCo doing GC. It just sorta... keeps up with it. As much string manipulation as ROG does, I'm surprised GC isn't a huge issue for it.
