Vortice is a mail art collective in Argentina and I am a networker in
Belgium. I participated just like you in the Vortice projects.
Don't confuse people and countries, please.

I suggest you also try to follow the social, economical and political
situation of countries outside the US.
Argentina was in a deep economic crisis for several years, people could not
get their money from the banks. All assets were blocked. That is or was the
main reason why it was extremely difficult (nearly impossible) for the mail
art community in Argentina to keep in touch with other mail artists thru'
the mail. They could not afford the stamps and the postal system was not
reliable anymore.
Even now people will send me registered mail from Argentina to be sure it
arrives at destination.
During the years of the crisis email communication was the only alternative!
I mainly kept in touch with mail artists in Argentina by email.
Argentina has now a new government who is slowly redressing the economic
situation.

I hope this helps you to understand the situation IF you want to understand
the situation, that is. What we don't need in mail art is abuse...

I've had an irritating experience with Guido Vermeulen
and his vortice argentina projects.

Some years ago he asked for a project that involved
1.5 inch works to be included in some kind of book
edition, a mix of artist works, a copy of each to be
sent to participating artist.  I happily contributed a
box of such little works and have never seen a
finished piece. Never received an acknowledgement
(although I did see he listed me).  After having
written Vermeulen several times I've given up, and see
him as yet another mail art gangster. So what did he
do with my work? And the work of others? I have no
idea. He doesn't write back.  He pisses me off.  I'll
never send him another project in good faith.  Screw
him.
