I just figured out what is going on. If I turn VoiceOver curser tracking off with VO+Shift+F3, I can then move up and down the list and if any unread messages are present, I will then hear the "Unread" spoken. I'm convinced now that Mail marks the currently select message as read even before we Jump to it with VO+j key. Still learning how to get the most of these Mac apps. Another example of these flags is when you reply to someone, the "Replied" flag shows up and that doesn't go away when scrolling down the list. These images must have been pre-labeled for use with VoiceOver.
