This can't be your problem. I'm using tiger, and the develop menu item shows up for me when I have the option selected (which I always do) so the version of os/safari can't be it. (just thought I'd offer you more good news) :)

This is very true, but one I've seen a lot of on the apple disscussion groups, and something I've noticed for myself is that those apps don't always release all their memory when they finish a task. For example, I've discovered that opening and closing multiple windows in safari tends to deplete usable memory fairly quickly, which for me is a real problem, since I do a lot of window opening and closing, since I have safari set to open each document in a new window when it's clicked on from outside safari. This tends to make safari very sluggish after opening a few links from mail when html versions of emails are available (did I mention I use plain text emails too) So, a lot of times, I need to either view the raw source of the message to get the html code, or just click on the stupid link that says click this link to see this message in your browser.

Anyway, it helps to quit and relaunch programs once in a while that have been running for several days, especially ones like safari and mail, since they do tend to hog memory the long they run. My experience only of course, I'm not speaking for apple here, only stating my own observations of course. But, I'm fairly convinced, both of these programs have several memory leaks, so it's good to refresh them from time to time. :) Again, I'm not saying relaunch them everytime you have memory problems, but if you've had mail and/or safari running for several days, and your system seems a bit sluggish, relaunching these two biggest offenders usually solves the problem for me.
