Hi Gordon, I am puzzled as well. I am wondering if this may be the difference. I am still running Keysoff 9.3 and haven't upgraded yet to 9.4. Which Keysoft version are you running on the Apex? I know that you have done everything to trouble shoot this and more than I think I would have thought of. Oh!!! This is a long shot. Have you done any of the resets before pairing? Maybe one of them will default it out and put it back to a place and time that the iOS devices will see it. A couple of weeks ago I was having a different problem with the Apex and they reminded me about pressing in the reset button and holding it until Keysoft came back on. It's worth a try or maybe using the reset with dots 4-5-6. HTH.
