From what I can tell, it began on December 9th, but there were rumblings
about it in November. I'm afraid I'm not familiar with labor strikes in

There is no postal strike and if there was it'd be an internal slow down. To date I've gotten mail and even packages.
I'm unsure why he's charging you 50+ USD when he's in Canada. Going to Canada Post's website I assume he sent by Priority and the most I can come up was 36 dollars Canadian (Parcel 20inx6inx3in weighing 4 lbs shipped from BC to Montreal, with Delivery Confirmation option).
I'd email the auction site to report the discrepancies seeing that insurance is already part of the price you pay when shipping Priority or Xpress.
