You don't actually say what modem you are trying to use.

Without wanting to teach you to suck eggs, I have found that, while
manufacturers of PC modems don't ship them with Mac modem scripts, they very
often have them buried away on their support websites: 3Com and Zoom are
good examples of this.

Downloading these is of course a challenge if you can't actually get the
modem to connect to the ISP.......
