To ask the obvious Drew...do you still have a copy/copies of the .mbox files located in ~/Library/Mail/names.mbox from the 'other' disk that you can simply replace the current ones with?
Do you have admin rights with the user you are trying this with...or at least have you corrected the permissions for the folders you create there to reflect the proper states?
