Sorry Brian, I should have been clearer.

I repaired permissions (and there were a few repaired). I checked the ownerships in the GetInfo boxes and I restarted into SafeBoot and then restarted again. Batchmod verified that I had the proper access to the Mail folder and I ensured the save privileges were applied to all the contents but it makes no difference. If I try to create a new mailbox I just get: Error - mailbox Creation Failed - Unable to create path ~/Library/Mail/Mailboxes/Nameofnewmailbox.mbox

Any thoughts on the regeneration theory?

I wasn't really suggesting to fix permissions but to batch enable that the new you was in fact the owner of the folders that mail is failing to be able
to create in. But my brain is fried so I wont go on.
