Two further thoughts here:

-not sure about the delete and then having Mail create new ones
automagically...it works in Entourage (I've done it) but no experience with
mail in this regard.

-Out of curiousity, have you checked the UID (user ID) for the accounts you
have to see if they are the same using Netinfo manager or elsewhere....Most
first default user accounts created have the same UID of 501 so you can
migrate items across but you may have a new (and different UID) on the new
install and this is causing the permissions problem....as it would be a
security issue...I am unsure if you can change the UID for a user but
someone smarter may know...

Hope you get Mail sorted one way or another...
